『恐怖による支配』(1)


政治の目的

他国を武力で守る集団的自衛権の行使容認を柱とする安全保障関連法が3月29日午前零時、施行された。政府は「万が一に備え国民の命や暮らしを守る万全の態勢を敷くには、平和安全法制は必要不可欠なもの」(岸田文雄外相)と強調する

問題は、果たして政府は「国民の命や暮らしを守る」組織として信頼できるかどうかである。たとえば政府は、公的年金の支給開始年齢を引き上げるという約束違反を繰り返している。しかし政府にいわせれば、支給開始年齢は国民と契約したものではない。だから反故にしても法的責任を問われない。

年金支給年齢すら守れないような政府が、「国民の命や暮らしを守る」ことができるとはとても思えない。同じ政府がやっている以上、公的年金保険料がグリーンピアに無駄遣いされる一方で、安全保障を名目とした予算だけはきちんと目的どおりに使用され、無駄遣いされないと考える合理的な理由はない。

政府は、老齢や病気に備えるには社会保障が欠かせないと宣伝してきた。同じように、「国民の命や暮らしを守る」ためには安全保障が必要だと、あらゆる手練手管を用いて国民に信じさせようとするだろう。H・L・メンケンがいうように、それが政治の目的だからである。

This was quickly dismissed by Göring: “Oh, that is all well and good, but, voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All of this seems to fulfill a quote by Ayn Rand: There’s no way to rule innocent men. The only power government has is the power to crack down on criminals. Well, when there aren’t enough criminals, one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws.
